Ordinance creating the Charter of the Pamantasan ng Lungsod ng Muntinlupa, the first local university in Muntinlupa.

Ordinance establishing the Muntinlupa Business High School.

Ordinance establishing the Victoria Homes Elementary School.

Ordinance creating the Early Childhood Education Division which professionalized and upgraded the quality of the Day Care System for preschoolers in the city.
